Should texting while driving be illegal?

With states such as California making it mandatory to use hands-free devices when using a phone while driving, the debate of personal rights/freedom and safety laws continue. Regardless of the current legal standing, should texting while driving be illegal?

Under a new Utah state law, texting motorists who cause traffic fatalities could be imprisoned for as long as 15 years and fined $10,000.[1]

Arguments For

Yes, it should be illegal

Texting can be a distraction and cause accidents on the road.

Arguments Against

No, it should not be illegal

There are some who can handle diversions such as a radio, a conversation with a passenger, and others. These people should not be restricted for the purpose of stopping those who lack such abilities.
